1. Peg choice for each session will be conducted at Bicentennial Park (South) in Joliet, Illinois.
2. The peg draw will be EXACTLY one half (1/2) hour before the start of fishing. Peg draw is at 6:30 AM. Fishing begins at 7:00 AM . Fishing ends at 5:00 PM (4:30 PM at December sessions). Pegs/flags shall be 10-20 yards apart and will be staked out by the league official(s) and numbered PRIOR TO CHOOSING PEGS. Due tothe shorter time of daylight, December sessions will end one-half hour earlier.
3. There will be no additional anglers allowed after October 13. Scoring for each session will be based on the total weight of recordable carp captured by each angler at that session.
For 2012, there will be two sections of pegs: North Bicentennial Park and South Bicentennial Park. To keep league standings tighter and the competition interesting throughout the series, session scoring will be as follows:
If there are 6 anglers (minimum for the league to function), scoring is 3-2-1 at each section.
If there are 7 anglers in the league, scoring is 4-3-2-1 at each section.
If there are 8 anglers in the league, scoring is 4-3-2-1 at each section.
If there are 9 anglers in the league, scoring is 5-4-3-2-1 at each section.
If there are 10 anglers in the league, scoring is 5-4-3-2-1 at each section.
If there are 11 anglers in the league, scoring is 6-5-4-3-2-1 at each section.
If there are 12 anglers in the league, scoring is 6-5-4-3-2-1 at each section.
Points are obviously based on how many are entered in the league. The system includes yet another factor in peg choice; that is, peg choice may be influenced by what anglers have chosen pegs in a section.
4. At the September 22nd session at 6:30 a.m., the angler who had the lowest point total in the overall competition in 2011 will be given the first choice of peg. Second lowest in 2011 will have second choice. This will continue until all 2011 participants have chosen pegs. Those who were not in the competition in 2011 will then draw to determine their order of peg choice. The first name drawn will be allowed the peg of his/her choice. This process will continue until all the names of physically present anglers are drawn and pegs are chosen. Anglers arriving after 6:30 a.m. will draw to determine choice of whatever pegs remain. There are no call-in peg choices. "You snooze, you lose."
5. At the October 13th session and all sessions thereafter, the angler who has the lowest point total in the overall 2012 competition will be given the first choice of pegs. The angler with the second lowest point total will have second choice. This process will continue until the highest scoring angler has last choice. Once you have chosen, that is your peg for the session. If, after any session, there is a tie in points, the higher placed angler will be determined by total weight of fish caught in the entire series. If there is a tie in total weight of fish caught, the higher placed angler will be determined by total number of fish caught through the entire series.
6. Peg choice will begin exactly at 6:30 AM. If an angler is not present for peg choice, he relinquishes his/her place in the process and will have a choice of whatever pegs are remaining upon his/her arrival at the venue. There will be no call-in peg choices. "Your snooze, you lose."
7. Anglers may go to their pegs immediately after they draw. All pegs will be along the west shore of the Desplaines River at Bicentennial Park (north and/or south parks). There is the possibility that an angler could choose a peg that is somewhat isolated from the other anglers. An isolated angler may weigh his own fish on the honor system. All recordable fish must be released alive and in good condition. If there are 9 or more anglers in the league, the 9th peg and any after that will be sliding pegs. An angler may move along this peg at any time during the session.
8. Anglers may weigh their own fish on the honor system if they are isolated from the rest of the participants. All fish must be released alive and able to swim strongly away.
9. During the preparation period (between 6:30 and 7:00 AM), competitors may set-up their gear, test their rigs, chum their location, and plumb depth. YOU MAY CHUM AS SOON AS YOU ARRIVE AT YOUR PEG,
10. Anglers must be positioned NOT farther than 3 feet to either side of their peg/flag if you have anglers positioned on either side of you. An angler may fish up to HALF THE DISTANCE TO THE NEXT OCCUPIED PEG on either side. If there is no angler at a peg adjacent to you (to your left or to your right), you may position yourself and cast as far to the left or right as you can/wish.
11. Anglers will be restricted to fishing with 2 poles, 2 lines, and 2 hooks at a time. An angler may have as many spares set-up and ready as wanted, but he may only use two (2) at a time.
12. Ledger, feeder, hair-rigging, and float fishing are allowed.
13. NO artificial lures such as jigs may be used. Imitation baits are allowed: plastic corn, boilies, etc.
14. An angler MUST STRIKE and PLAY the fish UNASSISTED. Netting the fish may be done by anyone.
15. All fish will be weighed in the presence of an angler who is entered in the competition, unless you are at an isolated peg, in which case you may weigh your own fish on the honor system. Each fish weighed will require the weight, time of catch, and signature of the witnessing angler recorded on the score sheet, or the fish WILL NOT COUNT! A fish must be released alive and able to swim away in good shape, or the fish WILL NOT COUNT! Eligible carp are commons, mirrors, crucians, hybrids/goldfish, and koi.
16. A fish must be hooked by 5:00 PM sharp (4:30 at December sessions) and fishing stops at that time! Since we will all be fishing different locations, there will be no horn or whistle, just an honor system. If a carp is hooked just prior to 5:00 PM (4:30 at December sessions), it must be landed and out of the water by 5:10 PM (4:40 at December sessions). Once again, the honor system applies here, and other anglers should take note to make sure no fish are landed after 5:10 PM (4:40 at December sessions). Anglers are to submit their score sheets to the organizer at the conclusion of the session.
17. All anglers must have a valid Illinois fishing license.
18. The entry fee will be $100. You may pay the entire $100 entry at the start of the league, or $25 will be required at the September 22nd first session with $75 to be paid in three remaining installments of $25 on or before the following dates: October 13th, Nov. 10, Dec. 15.
19. The session will be held no matter what the river conditions are.
20. If an angler arrives at his peg, and a local angler is fishing in that peg, then he is to set up as close as he can to his assigned peg. If that puts him too close to the next assigned peg, the angler at the next assigned peg will have to adjust, also, to allow both anglers room.
21. Tie-breakers--Cash prizes are awarded to the three anglers with the highest series' total points/score and to the angler who catches the series' biggest fish. In the case of a tie in points/score, the angler who caught the highest total weight during the series will prevail. If there is still a tie after the number of fish are calculated, the tie will be broken by the total number of the angler's fish caught in the series. If there is a tie in the weight of the big fish, the prize will be shared.
